Summary/Abstract: Rules of behavior which organize the life of all members of society and which the authorities impose on inviduals and groups have existed since the state and law in general have occurred. In case of violation of such rules of behavior, the competent state authorities apply particular sanctions against disobediant. Such violations of legal provisions regulating life of a social community as a whole are called public law offenses, in distinction from civil (civil law) offenses. There are several kinds of public law offenses. We most often distinguish criminal offenses and petty offenses. In case of commission of criminal offenses, the competent court authorities impose particular kinds and measures of criminal sanctions on their perpetrators. Accordingly, criminal offenses are the most severe forms of illegal behavior of individuals and legal persons violating or endangering the most significant social goods and values. This Paper is about the concept, elements, characteristics and forms of crimi¬nal offenses in the law of the Republika Srpska.
