The European Union’s Policy towards Russia: Unity in Diversity?

Summary/Abstract: The change in the post of President of the Russian Federation and the passage of ten years from the coming into force of the Partnership and Cooperation Agreement (PCA) between the European Union and Russia provoke some reflections on the European policy toward Russia. One of the first issues that will come up in the talks between EU representatives and Dmitry Medvedev after his election to presidency will be the launch of work on a new framework agreement that is to replace the PCA. From the European Union this will require a verbalization of its expectations both with regard to the nature of EU-Russia relations and to detailed arrangements in various areas of cooperation between them.
