Summary/Abstract: This paper analyses the impact of the perspective of international community in international system level of analysis in the first four-year period (2006-2010) towards HAMAS after victory in 2006 Palestinian election. In this manner, exclusive and inclusive approaches towards HAMAS will be analyzed. It is observed that HAMAS has foreseen ways to get rid of global isolation. Considering the factors on exclusive and inclusive policies together with the learning organization characteristics, since HAMAS, through experiences and flexibility, can position herself according to the prevailing conditions and develop her discourse and action accordingly, it can be argued that exclusive policy fuels radicalism while inclusive policy leads HAMAS to use political language more than violence and to cooperate with her opponent; but at this point, the primary factor is denouncing violence.
