Summary/Abstract: This is a study on the European citizenship statute, juridical and political. There is several problems that have to be reviewed when we talk about “European citizenship”, each with a different set of solutions: the nationality-citizenship relation, the multi-level citizenship, etc. But the political structure of EU is built on democratic and liberal values, so that we can consider that there is a strong basis for the European Constition project and, through that, for a strong and de facto political union, which can offer its citizens a nondisputed statute.
