Summary/Abstract: After the 9/11 terrorist attacks against targets from its territory, United States of America, together with local and international allies, launched a military operation targeting the Taliban regime in Afghanistan, which was considered to be responsible for hosting al Qaeda and allowing them to plan and prepare the attacks against the United States. After swiftly completing the military operations, efforts for reconstructing the Afghan state began at an international level. This was accomplished by bringing together different Afghan political groups, under the coordination of the United Nations. Once the Bonn Agreement was concluded, steps were taken in the direction of creating a new constitution for the state, mostly by local actors, taking into consideration the traits and diversity of the Afghan society. What resulted from this constitutional momentum was a new fundamental law, which laid the foundation for a renewed State, that would allow Afghanistan to rebuild itself politically, socially, economically and from a national security point of view.
