Summary/Abstract: The energy efficiency has become the slogan of campaign against global climate change: there are no energy or environmental strategic documents or climatic conference without energy efficiency targets. Their necessity is confirmed by economical and financial calculations and furthermore, by the restrained resources. However, the topic becomes even more actual, why the energy efficiency improvements are ineffective and do not result the planned energy savings. In my paper my aim is to identify all the processes that decrease the success of these improvements.
