Summary/Abstract: I didn't have to worry too much about choosing the news for the first issue of this magazine this time. In January 2005, there was a long-awaited conflict between the chambers of the Parliament over the interpretation of the term "electoral law", which is used in Article 40 of the Constitution of the Czech Republic within the exhaustive list of laws to be approved by both chambers. For this category of laws, special rules for approval also apply in terms of the relationship between the two chambers. In the case of the remaining laws, no disputes have yet taken place, as the Act on the Rules of Procedure of the Senate is a fairly unambiguous concept (formally speaking), while the Act on the Principles of Negotiation and Contact between the two chambers and externally (the so-called contact law) has not yet been adopted.
