Summary/Abstract: The article deals with the problems of Soviet manpower policy at higher educational institutions in the 1920s and 1930s. The changes in the system of high school management and the ideological and political changes in the Soviet society, which directly influenced the professional practice of scientists, are analyzed. A conclusion is made that the restructuring of science led to the radical changes in the life of the whole scientific community.
