Summary/Abstract: The Polish Committee of the Olympic Games was the first Polish Olympic structure. The organizational and legal form of its activity was the association. The Committee’s activity was therefore subject to universally binding law and internal law. While there were sources of universally binding law, in 1919–1925 The Polish Committee of the Olympic Games probably acted on the basis of a very imperfect draft statue. Especially during the second and third term of the Committee’s Board, no efforts were made to pass the statue. The reasons for this state of affairs can be found within the Committee itself. Among the activists, the attitude of initiative disappeared, and apathy and unproductiveness took its place. Along with the organizational and legal chaos and financial problems, this led to stagnation of the Committee’s work, including that aimed at internal regulation of the legal basis for its functioning.
