Summary/Abstract: A major step towards the unstoppable fall of Austria-Hungary was the creation of the German state of Austria, which began to be constituted on the basis of the emperor's federalization manifesto on October 21, 1918. This manifesto of Charles I of October 15 to a federal state consisting of four nation-states, where, in addition to the state of Czechs, Yugoslavs and Ukrainians, German Austria would be created, which would also include the northern parts of Bohemia, Moravia and Silesia.
