Summary/Abstract: I present the second part of the reflection on the aspects that govern the administrative reasoning of public administration bodies. In the first part of the reasoning, included in the previous issue of this magazine, we recalled that public administration, in its administrative discretion, is given considerable freedom to pursue set purposes (goals), and this freedom is not a space for arbitrariness. We then focused on the fact that the limits and aspects for administrative reasoning are never set in a completely exhaustive way in a specific legal regulation, which establishes administrative discretion, and on solving the problem by what factors, resp. aspects, then administrative discretion is controlled. As we have outlined, the problem must be solved using a systematic or teleological interpretation, respectively. axiological.
