Summary/Abstract: At the beginning of the new century Lithuanian education leaders have faced new challenges known to their Western counterparts a decade or more ago. The major task for education leaders is to develop relevant strategies in order to maximize the positive aspects of these challenges and to minimize the negative ones. Standardization is helpful for school development. On the other hand, standardization limits creativity of pre-school leaders. Globalization provides better opportunities for international cooperation and experience sharing. The worrying side of globalization is that key educational decisions, which have direct influence on the development of national education, are taken elsewhere and educators have no power to influence them. Save aspects of the reconstruction of the methodology of the management of the pre-school education system are discussed in this paper. The metaphor theory is the basis for reflexion analysis of the social systems. It helps conceptionally substantiate and identify transformation processes in the management system of the pre-school education.
