Public financing barriers and effects of bicycle infrastructure in Bucharest

Summary/Abstract: Although European policies regarding urban transport promote cycling as a means of transport with multiple economic, social and environmental benefits, in Bucharest the development of bicycle infrastructure is still in its early phase. This paper analyzes the main barriers that prevent Bucharest from becoming a European capital friendly to bicycle mobility, with a focus on: financial barriers, previous inefficient projects abolished due to non-compliance with traffic safety rules, disinterest of private companies in investments in this field, political disagreements at the level of decision-makers, as well as the public's perception of the risks posed by the use of bicycles in conditions of inadequate infrastructure. The current plans of the municipality in the development of the infrastructure for bicycles are presented, with financing from the local budget, ministerial funds and private funds. The economic impact of bicycle infrastructure development is also analyzed, taking into account investment, operational, maintenance, cycling promotion and traffic training costs. Economic aspects regarding the creation of new jobs in support of the development of urban cycling are highlighted. Finally, the successful measures adopted by cities with a tradition in urban cycling and the financial benefits that urban cycling can bring at individual and municipal level are analyzed.
