Summary/Abstract: Throughout human history, war has been one of the most serious state problems, perhaps even more serious. Well thought out and well conducted wars had every chance to improve the strategic situation of some entities, state or proto-state,which evolved in a world without rules and without arbitrator. Thus, the war was used only in special situations, after other instruments that could have led to the desired results had been exhausted. And for a very simple reason, the outcome of a war was never the expected one.
