Summary/Abstract: Until World War II, the theory and practice of international relations have also included negotiation and territorial exchanges between states, which were more or less advantageous for each state. In 1878, on Russia’s initiative, accepted with some amendments by the other European Great Powers, the Romanian National State was imposed to agree with an exchange of historically Romanian territories: renouncing Southern Bessarabia for most of Dobrudja. This article, based mostly on historiographical contributions in Romanian, Bulgarian, English, French, and Italian, illustrates the premises and the genesis of the 1878 agreement, as well as a series of initiatives and subsequent projects on the reconfiguration of the political map of the Black See Basin, including the idea of the territorial exchange (Southern) Bessarabia-(Northern) Dobrudja. Such scenarios were presented especially during the period 1914-1919, mostly in Bulgarian media, but also in some German and Austrian sources, throughout 1918.
