Summary/Abstract: The People's Advocate Institution is an independent and autonomous public authority vis-à-vis any other public authority and aims to protect the rights and freedoms of individuals in relation to public authorities. Being a controlling institution without the possibility to dispose of ordinary coercive measures, the question arises as to how the People's Advocate manages to develop relations with local authorities and how he succeeds in mediating the conflict between them and the citizens who consider themselves injured in their rights.
