Summary/Abstract: One of the postulates of free and democratic elections is the universality of the right to vote. The struggle for it was the focus of electoral reform efforts throughout the 19th century and the first half of the 20th century. Then the attention turned and still remains the fulfillment of equality of the right to vote. However, the issue of general suffrage is still not a closed issue not only in the theory of electoral legislation, but also in practice. Although granting the right to vote to all citizens, regardless of gender, color, religion, property, education, literacy, etc., may seem to have definitively solved this problem, there is still an open question directly related to the generality of the right to vote. This is the problem of how to understand "reasonable restrictions" within the meaning of Article 25 of the International Covenant on Civil and Political Rights (MPOPP).
