Summary/Abstract: Implementation of effective health policies in a community depends largely on the provision of an efficient, accessible, applicable and quality service network by healthcare professionals. The main purpose of any health system is to improve the health of the population. Providing an appropriate healthcare workforce capacity is a tool to achieve this goal. Human resources for health (HRH) have certain features that cannot be ignored in order to achieve health goals. In many countries, including Turkey, lack of health care professionals, incorrect geographical distribution and the absence of clear policies on human resources for health problems such as ineffective planning, the country has created imbalances that threaten the health system. In this context, this study aims to investigate potential causes and solutions, taking into account policy recommendations as well as current and human rights issues.
