Interpretation of Article 15 para. 1 of the Standing Orders of the Sejm

Summary/Abstract: The opinion presents the interpretation of the definition of “parliamentary group representing a separate electoral list on the day of the start of the Sejm’s term”. The conditions that all Deputies’ associations have to meet in order to fall into this category have been indicated. Meeting such conditions is necessary for obtaining the right to participate of a representative of the group in sittings of the Council of Seniors. The need to amend the interpreted provision of the Standing Orders of the Sejm, in order to adapt it to relevant provisions of electoral law, has been also signalled.
