Summary/Abstract: It is very difficult to group countries and state structures according to the extent of their decentralization or the model they follow in the spatial distribution of power. The bounds of responsibility of local government and the state, the distribution of the roles and tasks between the two stakeholders and the question of centralization and decentralization are issues regularly debated in recent years and today. These topics are not merely an administrative or a state organizational issue, since through public services they are decisions influencing citizens’ everyday lives. This study strives to introduce what direction the development of local governance has taken in terms of centralization vs. decentralization during the period since the transition in Hungary. We also examine how the local government act passed in 2011 changed the system that had existed since 1990 and how the population received the changes
