PRECISION AGRICULTURE IN HUNGARIAN LEGAL ENVIRONMENT

Summary/Abstract: The regulation of precision agriculture is still in its infancy; as the general agricultural law,tax law, environmental law regulations are applied to this new form of agriculture that can becharacterized by modern techniques, the Internet of Things, and the consideration of place ofproduction conditions. There are precision agriculture farmers in Hungary who have gathered in aninterest protection organization, and according to the Hungarian Minister of Agriculture, precisionfarming is one of the preconditions for the competitiveness of Hungarian agriculture. At the same time,several circumstances obstruct the spread of precision farming. These include the high cost ofmachinery and other equipments, the lack of professional knowledge of farmers, the unfavorablestructure of agriculture (e.g. fragmentation of arable lands, aging of farm population), the general lackof trust and the excessive complexity and the frequent changes in agricultural legislation. This studyexamines some relevant elements of Hungarian legislation, also with special respect to the views offarmers. It highlights the shortcomings and contradictions of Hungarian law that, as it is already beenknown, may hinder the spread of the new, innovative solutions in practice.
