Summary/Abstract: The principle of written proceedings, set out in article 14. According to the principle, the authority has a duty to dispose of the maters in administrative proceedings inwriting or as electronic document. There are a few exceptions to the general rule that, incertain cases, the matters may be disposed verbally, on the phone or other. If it is on the interest of the parties and no provision of law provides otherwise. Relevant problems of application of law result from the definition of exceptions to a general rule.
