The Admissibility of Transferring Public-law Rights and Obligations

Summary/Abstract: It is indisputable that in the Polish legal literature discussing public-law issues until very recently it has been consistently accepted that the legal succession of public-lawrights and obligations is impossible due to their personal nature. That traditional approachto this problem must be verified because the legislator has introduced a number of regulations representing exceptions to this principle. The article discusses the admissibility of transferring public-law rights and obligations.
