Summary/Abstract: Public services have followed a dynamic process in parallel with the change and transformation in the perception of society and state since the early ages. Change and transformation were mostly related to the scope of public services, execution models and actors performing the service. In particular, from the second half of the 20th century, different approaches focused on these issues attract attention. In this context, The aim of study is to examine the change and transformation of public services from Classical Public Administration (CPA) to New Public Management (NPM) and Post-NPM approaches. The study consists of two parts. In the first part, the definition, principles, features and importance of public service are examined. In the second part, paradigm shift in public administration and public services is discussed. In this context, the understanding of public service in CPA, the factors that play a role in the emergence of NPM, the effects of NPM on the transformation of public service and the public service evaluations in Post-NPM approaches are examined. During the ongoing process from CPA to NPM and Post-NPM, there have been considerable changes in the scope of public services, the way they are carried out, and the role of the state in services.
