Summary/Abstract: Social security and assistance is one of the most important elements of social life. The wars that had been going on for many years in the world have caused large population losses. In this context, the vital needs of individuals who make up the society have not been met adequately, such as food, health, education and safety. In times when there was no institutionalization in terms of social assistance, people's needs were tried to be met mostly in traditional ways. However, the social conditions brought by the industrial revolution since the mid-19th century led to the traditional aid understanding being handled through associations and societies within the social state system. Communities and associations that started to be established in the Tanzimat period, where modernization gained pace, increased even more in the Constitutional Period and formed an integral part of social life. With no legal restrictions, these spontaneously established societies became legitimate only in 1909 with the Law of Associations. The right to form a community within the same year was secured by a constitutional amendment made in Kanun-ı Esasi. In this period, one of the societies established for charity purposes was the "Ottoman Society of Navy". Established on 19 July 1909 in Istanbul with the initiatives of the volunteer Muslim and non-Muslim people, the Society soon became well-known and gained a legal status with its activities. In this study, the sources of income of the Naval Society and the methods of collecting aid are evaluated and examined through A.Ü. TITE Archive documents, research works and press framework.
