Summary/Abstract: As a candidate for European Union and later as a member, Romania has undertaken visible reforms in terms of public administration, both at the level of its powers in terms of decentralization, as well as the procedures applied in the the relationship between elected officials, on the one hand, and citizens on the other. It should however be differentiated between rules and practice. Practices found in Romanian public administration, both local and central, are not always the EU standards in order to speak of a consolidated democracy for citizens. Now it takes a substantial debate with all stakeholders to build a fundamental law required by a transparent, responsive to citizen needs, efficient, professional and efficient administration.
