Summary/Abstract: I have just completed, with colleagues from the Conflict Prevention and Early Warning Center Bucharest, a study financed by the GMF Black Sea Trust named “Informational War: pattern of the informational aggression”, that became a book at the publishing house of the Institute for Political Sciences and International Relations of the Romanian Academy. The study is extensive and spectacular in both it’s detalis and conclusions, and that’s why we thought that the basic findings are important to be shared due to their military application and impact. First, we’ve established that informational warfare could be both a component of the hybrid war and a separate instrument of aggression and that it contains different layers and components planned, designed and developped in a very sophisticated form. Then, we’ve discovered the aims and targets of such an instrument - the public space, public opinion, civil society, decision makers. And third, we’ve elaborated a scale of the efficiency of the informational war, or, if you want, a scale of the control of a country’s informational space and decision making by a third actor who developped an informational war that targets it.
