Summary/Abstract: One of the legal institutions with major impact on the daily lives of EU citizens traveling outside the territory of the Member States is the consular protection that they require and from which they benefit. Legal context and applied is more difficult to clarify as long as we are dealing with a duality determined by the double quality that this category of citizens have and the relationships arising from this: citizens of member states and European citizens. Therefore developments generated by the deepening European integration on the right to consular protection exceeded the simple formal regulation of fundamental treaties, becoming more clear and developed in the secondary legislation of the European Union.
