Summary/Abstract: The raison d’être of the scenarios developing process lies with the initiatory function of leadership that is forecast. A good leader should be able to predict the evolution of the current situation and take all measures to counter any hypothetical threats. For the purpose of countering the threats from the operational environment, planners must develop hypotheses resulting from the activity of forecasting and generate scenarios either with the purpose of training or in order to prepare the plans applicable in crisis situations. Whatever the case, the scenarios developing process is a sine qua non for effective planning in the current operational environment. This paper presents some aspects of the concept of scenario in the context of military exercises at tactical-operational level. The theoretical approach to the subject focuses on its conceptual delimitation from defining and developing the content and requirements of a military scenario. The problem proposed is essentially linked to the role of the concept of operation (CONOP) in the context of scenarios prepared for conducting military exercises at operational-tactical level. From the analysis, it results the need to have a differentiated approach towards CONOP, depending on the type of exercise performed.
