Summary/Abstract: Any analysis concerning Bulgarian immigration is fraught with interpretive problems. The purpose of this paper is to clarify this. Clarification, however, is difficult when actual definitions regarding what or who an immigrant is, and whether they are seeking asylum or seeking to emigrate cannot be understood because the current context of defining these areas is so murky. What we can say with certainty is that those who perceive a ‘brain drain’ as the root cause or just a major one regarding the lack of development, in this case in Bulgaria, simply miss the point. Perhaps we should say they choose to miss the point. The analysis provided here should provide enough credible information to withstand the temptation to see any Bulgarian brain drain as a permanent weakness retarding the ability of Bulgaria to develop.
