Summary/Abstract: The European Grouping of Territorial Cooperation (EGTC) is a first legal instrument of the EU which facilitates the institutionalisation of territorial cooperation on the cross-border, transnational and interregional levels. The regulation on the EGTC of 2006 envisaged the possibility of membership of entities from third countries in EU groupings, including participants of the Eastern Partnership initiative (EaP), however such EGTCs have not been founded so far, due to lack of specific provisions. The revision which entered into force on 21 December, 2013, becoming effective on 22 June, 2014, has filled this legal gap. The paper analyses the legislative process of the revised regulation in the context of EaP entities’ participation in EGTCs and the role played in this process by particular EU institutions and bodies, including the Committee of the Regions as a political promoter of the EGTC and the initiator of the Conference of Regional and Local Authorities for the Eastern Partnership (CORLEAP). Potential barriers hampering the creation of EGTCs with the entities from the eastern neighbourhood of the EU are presented as well.
