PARTICULARITIES OF THE ASSISTANCE SYSTEM AND PROTECTION OF VICTIMS OF TERRORISM

Summary/Abstract: The multiplication of acts of terrorism in the world, with many victims, was decisive in affirming the deep solidarity of the international community with the victims of terrorism and their f amilies. Tot his end, states have mobilized to establish a system of assistance that recognizes the rights of victims and their families and as much as possible assistance to reintegrate victims into society. An effective counter-terrorism policy involves both the inclusion and protection o f the rights of suspected terrorists and those who are victims or suffer the consequences of terrorist acts. The analysis of national laws and policies of European states shows that most states do not have specific provisions for victims of terrorism. Policy makers a nd staff of specialized state a gencies can help ensure that criminal justice systems are responsive to the needs of victims and respect for their rights by delivering clear and precise objectives.
