Summary/Abstract: The main goal of this paper is to develop and systematize an original formal procedure for the assessment of development of software projects in early stages of the software's lifecycle, through using metrics of the process models. Metrics of the process models are calculated based on the data that can be read from the diagram of data flow, which is got by structural system analysis. The idea is to represent the complexity of process models by a function of number of these components and the number of attributes of data flow. Assessment techniques represent the bases for planning and successful conduct of software projects. This paper uses the statistic method; these actions of assessment are empirical parameter methods, although they do have some characteristics of expert assessment method. By a developed process of assessment we come to the measures by which we grade the size and complexity of process models and by doing so we also make the assessment of expenses and resources needed for the development of software projects. This paper presents a new method for assessment of effort needed for the development of software projects. Basic advantage of this method is that it can successfully be used in early stages of the lifecycle of information system, which is especially important for the project managers and for the development team. Method is tested in practice and the results are given in this paper.
