Summary/Abstract: The Polish legislator increasingly goes beyond traditional (doctrinal) understanding of a public administration entity and creates new (specific) entities of administration. This phenomenon is associated with the increasing number and diversity of tasks carried out by public administration. The growth of the needs and expectations of contemporary societies towards public administration contributes to the emergence of new organizational forms of public administration entities that no longer it into the traditional approach of an administrative entity. The legislator, creating special entities, equips them with competences to conduct public administration in a specific scope. The main reason for establishing specific (atypical) entities of the administration is the postulate for the implementation of public tasks. When examining the performance of a public task, it is necessary to assess the effectiveness and efficiency of its implementation by individual entities, including also by specific public administration entities. One of the special entities of the administration performing public tasks is the National Fund for Environmental Protection and Water Management belonging to the group of special purpose funds.
