State and Media in the Context of the Globalization of the Communications System

Summary/Abstract: The article examines the forming of the modern communications system in rela¬tion to the development of new technologies and discusses the role of the media in the progressing consolidation of society’s openness and transparency of public adminis¬tration. In particular, the questions of using the internet in Ukrainian, European and global public administration are discussed in the article. The need to use new media in the process of informing the public about the government and the state activity is emphasized.
