Strategic changes in public management at the local level of the Romanian Public Administration

Summary/Abstract: The Romanian political system suffered profound changes since the beginning of the reform process, in 1990. Although it is seen as a different subject in all government programs until now, the changes that should have been undertaken did not represent a priority, on the contrary, they mainly used centralistic methods and the expected changes were much too slow and fragmented. This general orientation made impossible the development of profound changes in public management in the public administration institutions and authorities and in other fields of the public sector: education, health services, social services.
