THE PROGRAM: INVEST IN PEOPLE! – A WAY OF DEVELOPING HUMAN RESOURCES

Summary/Abstract: Investment in human capital, particularly through improving the education system and training is being supported by the European Social Fund, the main instrument through which the European Union (EU) finances the strategic objectives of employment policy, for example: Sectoral Operational Program "Human Resources Development (SOP HRD) and the Operational Program "Administrative Capacity Development" (OP ACD). Priority Axis 2 (SOP HRD), Linking lifelong-learning with labour market and Priority Axis 3 (SOP HRD), Increasing adaptability of workers and enterprises as well as Priority Axis 1 (OP ACD), Improvements in the structure and process of public policies management aim at the development of job skills of the people living in transition from school to working life, at promoting entrepreneurial culture and improving organizational effectiveness. The fulfilment of these objectives will increase the relevance of learning outcomes achieved at workplace, will improve the job guidance and counselling services, the ability of enterprises to enter new markets through transforming business ideas into concrete action. It will also help managers to acquire the necessary knowledge to grasp business opportunities and to create a more efficient and effective public administration for the socioeconomic benefit of the Romanian society. In the current economic, financial and social crisis, investment in people, by promoting lifelong-learning through full employment as a means of ensuring social inclusion and by promoting equality and non-discrimination, may constitute a useful approach¸to rediscovery and knowledge.
