Access to archive documents preserved in the Archive of the Authority for Information on Former State Security Documents

Summary/Abstract: The Archive of the Authority for Information on Former State Security Documents is a new archive, created by law no. 45/2015 “On the Right to Information on Former State Security Documents of the Socialist People’s Republic of Albania”. The archival fund of AIDSSH contains documentation created by the former state security for the period 1944-1991, which was stored and administered in the Ministry of Internal Affairs, the State Intelligence Service, the General Directorate of Archives, etc. The archive collects, stores, administers, archives all collected documents, copies and duplicates, and uses the documents in accordance with the provisions of Law 45/2015, regulation of the Authority and the legislation in force on archives. The archival funds are found processed according to the ISAD (G) standard, at the fund, year,structure and file level and the documents have different levels of classification, top secret, secret, confidential, and unclassified. Access to these documents is possible through the use of evidencing and archival research tools such as: file inventories, registers, cards, catalogs, etc., enabling the provision of information to the requests of citizens, institutions, researchers and the media. This study aims to present the work experience of the institution for making available the archival documents, passing between the crossroads defined by four laws: Law 45/2015, dated 30.04.2015 “On the right to information on former security documents of State of RPSSH”; Law no. 119/2014 “On the right to information”; Law no. 9154 dated 06.11.2003 “On archives” and Law no. 8457, dated 11.02.1999, “On information classified State Secret”.
