The impact forwarded to the state administration after the implementation of the regulation on the unification of work with documents

Summary/Abstract: The Albanian language in our country has faced many challenges since the moment of compiling the alphabet of the Albanian language, continuing its teaching over the centuries, achieving unification by standard and its spread throughout the country. In parallel with the development and change of Albanian according to the pressures and political and social orientations of the time, the writing of official documents in the Albanian language has progressed, as one of the ways to prove the existence of the Albanian state in the world. In different historical periods it is precisely the documents drafted by the officials of the time which prove in one way or another what our ancestors lived. The way of drafting documents gives a lot of interesting data about the time, data not only for the political situation, but also for the social, intellectual level, worldview of Albanian speakers and through observation of documents in different time periods every researcher has the opportunity to make analyzes relevant according to the nature of the study he / she has selected. Nowadays, paper documents are not the only way of communication between employees or institutions that are considered as official communication, as the documentation of documents sent by e-mail or other digital means are taken for granted. But, although technology has advanced to speed up the way of communication and conveying information, again the value of the written document will never fall and any other way of conveying information, except the document written on paper, will remain only a additional element, auxiliary of the moment. Implementation of Decision No. 4 dated 19.06.2017 on the approval of the "Unified Regulation of work with documents in the public authorities of the Republic of Albania" has had a positive impact on the administration. Immediately, the deserved value of the work of the archive documents and their processing to be submitted to the relevant institutions began to be given, after the procedure that would be followed for them was determined once again. Over the years the work of documents in the archives left much to be desired because it was not given due importance. Thus, many problems were noticed in the archives of the institutions. However, with the approval of the "Unified Regulation of work with documents in the public authorities of the Republic of Albania", the institutions began to reflect and take appropriate measures to implement it for each article provided in it, in terms of processing documentation in archive and follow-up with other procedures, such as submission to the relevant institutions or disposal for the rest that had expired. At the same time, special attention was paid to the establishment of relevant internal orders for the approval of the unification of administrative documents, making it possible for all institutions for the same document to have the same format. In this way it became possible, at the same time, to unify and set a standard for the conception of documents in all institutions equally.
