Summary/Abstract: Political legitimacy is approval of the ruling right of a political system or government by an overwhelming majority of the people. No doubt legitimacy has a critical importance in a country for the consolidation of the political system, stability of the economic structure and establishment of social peace. Major factors to increase the legitimacy of a political system include justice and efficiency in providing social services and economic opportunities; people’s feeling safe and under the protection of the rule of law; achievement of fair representation and political participation; consensus of the political sides on the rules of the political game and on the common values; perception of the government as native and national; consolidation of the political institutions and democratic culture. The political system in Iraq could not yet settle its legitimacy problem and this largely risks its political stability and social peace. This paper studies legitimacy issue for the state of Irak over its historical process as well as it tries to search the factors which undermine legitimacy, finally aiming to offer remedies for the ongoing crisis.
