Summary/Abstract: Capital market is a market in which saving holders and investors meet. Individuals and companiess who has inadequent capital for financing building and equipment investments,can obtain funds from capital markets. Advanced capital markets not only cause increase in investments and growth, but also cause diffusion of capital, decline in input costs and higher liqıidity. Public economy has a significiant share in capital markets of countries whose capital markets are developing. Public sector uses funds to finance its deficit, so that efficiency of capital market distorts.Because of borrowing with high interest rate, public sector crowds out private investment .The funds should be flown to private sector is drained by public sector in order to pay public debts.The financing cost of private sector is remaining because of increasing interest rate.
