Summary/Abstract: In recent years, the development of the third sector in the former Eastern Bloc countries has attracted special attention from policy-makers and analysts alike. Has the sector become an integral part of civil society, or is it still functioning as a proxy for state institutions? A decade after the Berlin Wall crumbled and the German Democratic Republic (GDR) collapsed, these two questions are still being discussed. On the one hand, the "pacifist revolution," the grass-roots movement of 1989, and the booming of new nonprofit organizations in the early 1990s are taken as evidence of the high acceptance and "embeddedness" at local levels.
