Summary/Abstract: The paper aims to summarize the characteristics and functionality of bureaucratic systems, from the point of view of organizational culture, with emphasis on its influence on the efficiency and effectiveness of the organization. Also proposes a detailed analysis of the changing management and of the models which can be applied in order to change organizational culture in particular.
