Summary/Abstract: "The lack of democracy caused nationalism and national conflicts in Central Europe. Nationalism and national conflicts caused the lack of democracy in Central Europe"-so says the almost two centuries-old circular diagnosis of the reasons for the deadlock of democracy and of free association policy in the Danubian region. Three Hungarian political thinkers-Jozsef Eötvös, Oszkar Jaszi, and Istvan Bibo-have tried to clarify thinking on nation, state, and federation in Central Europe.
