Summary/Abstract: Parliamentary civil servants hold a special place in the system of public positions. They are subject to a particular statutory regime, which nevertheless does not place them “beyond the law”, as they are applied the same principles of law that govern the public position in general, while enjoying the rights and obeying the obligations applicable to all public servants. The author makes a comparative analysis of the status of parliamentary civil servants in EU Member States, while pointing out the peculiarities as well as the common principles: impartiality, neutrality, and independence of the administration in relation to political groups, transparency and uniformity of the services.
