From Welfare State to Welfare Society. Dilemmas Around Citizens Participation in Shaping Social Policies

Summary/Abstract: The article discusses beneficiaries’ participation in determining the goals of social policy in multisector model. The main theses concern the positive effects of including non-public collective actors in defining policy goals and carrying out public tasks. The effects are ranked depending on how they relate to increasing sense of empowerment vis à vis public authorities and the citizens’ satisfaction with the effects of state activities. The authors criticize idealistic vision of democratic function of the NGOs, embedded in the idea of social democracy. They also indicate the inevitable social conflicts related to state intervention in multisector public policy. Against this backdrop they propose that an increase in the role of direct addressees of public policies is necessary to provide for the best possible match between the quality of services and the needs of the beneficiaries. This issue is also analyzed in the context of the role of organizations representing disabled persons in transformations of social policy model.
