Summary/Abstract: Economic and social coherence lies at the heart of the theory of development in Europe, it says that there are both current and underdeveloped territories at European level. This inequality can become the main source of economic instability. The Structural Funds are: European Agricultural Guidance and Guarantee Fund, European Regional Development Fund, European Social Fund, Financial Instrument for Fisheries Guidance, The Cohesion Fund. Romania benefited from support during three periods: pre-accession (2000-2006), post-accession (2007-2013) and the current period. Between 2000 and 2006, Romania received € 7 billion for the three funds (PHARE, ISPA and SAPARD), and at the end of the period they saw a reduction in the GDP gap per capita. For the National Regional Development Plan (NRDP) over the same period the aid reached 2 billion euros. For the period 2007-2013, the funds allocated to Romania amounted to 19.2 billion euros, allocating only for the year 2007 the amount of 2.03 billion euros, at the end being withdrawn 0.44 billion euro, with an absorption rate 21.7%. For the current NRDP, the European Union has allocated € 8.26 billion, dividing the sums by 6 priorities and 20 measures. The business plan addressed both the general data of the applicant and the calculation of the support according to the economic dimension, the structure of the holding and the acquisitions that will be made for the establishment of the lavender culture. The value of the support is EUR 40000 because the size of the farm in the year zero is 12193,2 SO, the holding being located in the village, having 15 ha of arable land with a high agricultural potential. Estimated production is 600,000 euros, with the goal of selling 238,674.03 euros until the second tranche is granted.
