Summary/Abstract: Although Turkey-Russia relations have a long history, the relationship has been developing constantly in competition level. Turkey's geostrategic position is no intersection with the priorities of Russian foreign policy. Therefore, this situation causes both states to compete on the same geographical space. Russia's effort going down to the warm seas from the West through the straits and from the East through the Caucasus and Iran coincides historically with Turkey's regional interests. This situation also constitutes an important geopolitical field of competition between the two countries. Both states constantly confront each other in all conflict areas that occur in the Black Sea, the Mediterranean, the Caucasus, Central Asia and the Middle East, which constitute this geopolitical area. In this article, the relations of these two main actors of the international system are analyzed within the framework of neorealism theory. “The structural changes in the international system affect the relations of two countries“ was determined as the main hypothesis for this study. In this framework, the competition between the global and regional actors of the international system increases the threat perceptions and security concerns of both states and determines the alliance relations. It has been determined that this situation coincides with the formation of the balance of power, which is one of the basic hypotheses of neorealism.
