Summary/Abstract: Technological development is a continuous process which affects not only theaeronautical organisational system, but the whole society. The processes usedin planning and operational execution stages change due to new opportunitiesthat modern technology offers and which redefines the behavioural limitationsof the systems in time and space. A change within a system can affect theoperational state, therefore the functionality of the system, and the complexityof modern systems requires the implementation of control processes. Moderntechnology is designed to reduce or eliminate known risks; by implementingnew systems risk has a different dimension, sometimes having a complex formthat the known, and successfully applied in the past, mitigation methods are nomore the appropriate ones. The risks are more and more varied, and internalprocesses require changes, depending on the operational characteristics ofthe organisation in order to manage all the variables that affect safety andefficiency.
