Summary/Abstract: The purpose of this article is to examine the fulfillment of the military decision-making process (MDMP) at the tactical and operative level, to reveal the need for development and to make training planning for this. The importance of the article is to reveal the deficiencies in the decision-making processes of the commanders who will have to perform operational missions at a variable pace in the dynamic and complex environment of the future. Information/document scanning and comparison methods are used in this article. First of all, decision making models in the literature have been examined and a new analysis model has been introduced to be used in risk, center of gravity and critical factor analysis at the operative level, by comparing the application of MDMP at different levels in line with these models. It has been evaluated that the current MDMP needs to be updated in a way that enables decision making in this environment, and it would be appropriate to switch to a natural decision making model that includes spiritual quotient instead of normative and descriptive. In addition, it has been evaluated that the strategic culture should be articulated to the decision-making model built. After listing the ones that are foreseen that it would be appropriate to be included in line with the deficiencies identified, suggestions were made on how to transfer this process to future commanders during the training phase
